Water and sewer

Bins and recycling

Collection is a City of Charlotte service if you live inside the city limits — and if you don't, it is your town's. See the section below on why that distinction matters more here than in most places.

Driver licence and vehicle

This is a state matter, not a city or county one: the NC Division of Motor Vehicles.

You have 60 days

North Carolina law gives a new resident holding a licence from another jurisdiction 60 days after becoming a resident to obtain a North Carolina licence. If you hold a commercial licence, it is 30 days. That deadline is in the statute itself — G.S. 20-7(a) — not on NCDMV's own new-driver pages, which is why it catches people out.

Be aware of the trade: applying for a North Carolina licence cancels your licence in the state you came from, through the State-to-State Verification programme. There is no keeping both.

What to take, and what the visit is like

Take one document proving identity and date of birth, your Social Security card or another document proving the number, and a document verifying a North Carolina address — two if you want a REAL ID. If you were not born in the US, take a document proving lawful status.

The one that trips people: proof of liability insurance must be printed. NCDMV states plainly that an image on a phone will not be accepted, and the insurer must be licensed to do business in North Carolina. Your old state's policy will not do.

Offices take walk-ins from open until they reach capacity. You check in from your phone, wait in your car or a nearby business, and get a text when there is room in the lobby. Appointments can be booked online and are worth trying first.

You leave with a 60-day Temporary Driving Certificate — valid for driving, not as identification — and the card itself is posted from a central location in an unmarked envelope, usually within about 20 business days.

Your car: title first, then register, and Mecklenburg has emissions testing

Title comes before registration. As a new resident you present the certificate of title assigned by the former owner. There is a useful provision here that solves the obvious chicken-and-egg problem: to title a vehicle you would normally need a North Carolina licence, but a new resident may use their valid out-of-state licence together with the North Carolina Temporary Driving Certificate.

Highway-use tax is payable. Vehicle property tax may be paid at registration or deferred for 60 days.

Then the inspection — and this is the Charlotte-specific part. Every North Carolina vehicle needs an annual safety inspection before its registration can be renewed, done no more than 90 days before the plate expires. But Mecklenburg is one of only 19 counties that also require an emissions inspection, carried out at the same visit. If you have moved from one of the other 81 counties — or from out of state — this will be new to you.

The safety inspection covers headlights, accessory lights, indicators, foot brake, parking brake, steering, tyres, horn, rearview mirror, wipers, exhaust and emission control components. Miss the due date and your registration is blocked until the vehicle is inspected.

Some vehicles are exempt from emissions testing: diesels, anything 20 years old or older, farm-registered vehicles, and some light-duty vehicles under three years old or below 70,000 miles. Anything over 30 years old is exempt from the safety inspection too.

Registering to vote

Schools

Charlotte-Mecklenburg Schools is the public district for the whole county — one district, not several. Enrolment runs through its Student Placement and International Admissions route. → cmsk12.org

A library card

Free, immediate, and the best-value thing on this page. Charlotte Mecklenburg Library has 23 branches with computer access, free Wi-Fi, printing, study rooms, makerspaces, career centres and proctoring. Several are voting locations. → Our guide to the branches

The thing nobody explains: are you actually in Charlotte?

This catches almost everyone, and it determines which bin lorry comes, which council you complain to, and sometimes which state's rules apply.

Charlotte is a city inside Mecklenburg County. The county also contains six other incorporated towns, each with its own government: Huntersville, Cornelius, Davidson, Matthews, Mint Hill and Pineville. A Charlotte postal address does not mean you live in the City of Charlotte.

Some things are county-wide regardless: Charlotte-Mecklenburg Schools, Charlotte Mecklenburg Library, Mecklenburg County Park and Recreation, and the Board of Elections. Others — city services, city permits, city council — depend on being inside the city limits.

Then there are the edges:

• Carowinds straddles the North Carolina / South Carolina state line. The line runs through the park.
• The Islamic Community Center of South Charlotte is in Fort Mill, South Carolina.
• Fort Mill and Rock Hill are in York County, South Carolina — a different state's DMV, tax and school system, twenty-five minutes from Ballantyne.
• Concord and Kannapolis are in Cabarrus County; Gastonia and Belmont in Gaston County; Waxhaw and Monroe in Union County.
